Onsite Treatment of Wastewater Associated with Aqueous Film-Forming Foam (AFFF), Marine Corps Air Station Miramar

Scope:

To conduct onsite treatment of wastewater associated with AFFF and to sample, treat, and dispose of the AFFF wastewater and rinsate from storage and distribution systems.

Project Description:

The method of treatment evaluated and treated per- and polyfluoroalkyl substances from AFFF in wastewater to below the United States Environmental Protection Agency Lifetime Health Advisory levels and Regional Screening Levels and allowed for the discharge of treated water into the sewer system. In 2019, KMEA field personnel operated and maintained a mobile trailer-mounted treatment system consisting of vessels containing organoclay, granular activated carbon, and proprietary ion-exchange resins to treat wastewater stored in underground storage tanks prior to discharge into the sanitary sewer in accordance with the City of San Diego Industrial Wastewater Control Program requirements.

KMEA held a project kickoff meeting and participated in weekly project status calls, provided monthly status reports, and was scoped to conduct a minimum of four project scoping meetings with the Base, Naval Facilities Engineering Systems Command, and/or regulatory agency or other stakeholders as needed.

KMEA prepared and submitted a Work Plan for the Treatability Method and AFFF System Sampling, and Wastewater Treatment and Disposal. The document included an Accident Prevention Plan and Activity Hazard Analysis in accordance with the United States Army Corps of Engineers’ EM 385-1-1 Safety and Health Requirements Manual and 29 Code of Federal Regulations 1910.120 (Hazardous Waste Operations and Emergency Response).
