Air Quality Compliance Support and Greenhouse Gas Regulatory Assessment, Edwards Air Force Base
Scope:
To provide federal, state, and local air quality compliance and permitting support to a large base facility with operations in multiple air districts.
Project Description:
KMEA supported the client and worked closely with onsite support contractor personnel to support inventories, including greenhouse gas inventories and reporting; permitting; rule interpretation; process documentation; technical calculations; and federal, state, and local regulatory applicability assessments and compliance plan development.
KMEA completed the annual Greenhouse Gas Mandatory Reporting and the annual Refrigerant Management Program Reporting for submittal to California Air Resources Board in 2012–2017 and assisted with emission inventory tasks for operations within Eastern Kern Air Pollution Control District and Mojave Desert Air Quality Management District by collecting usage data and calculating emissions for point and fugitive sources and analyzing trends. KMEA developed and presented training materials covering federal, state, and local regulatory requirements and developed an electronic coating and solvents record keeping database to track and calculate volatile organic compounds emissions to compare them against permit limits thereby saving for the client 100s of personnel hours in record keeping and reporting. KMEA developed applicability analyses of emerging regulations and prepared documentation to request exemptions, developing numerous permit exemption memoranda with supporting documentation and record keeping forms to make sure the exemption criteria were defensible and well documented. KMEA prepared easy-to-follow compliance fact sheets and flowcharts that were distributed to organizations within the base to help educate operators and proactively plan for compliance. KMEA completed compliance audits of emissions sources including internal combustion engines, gasoline dispensing facilities, solvent and coating sources, boilers, abrasive blasting systems, flares, and jet engine test cells.
